New Business

Steve Scroggs, the Assistant Superintendent for CHCCS, shared the district’s Capital Investment Plan (CIP) which is a plan that outlines major moneyitems or renovations that are scheduled for the schools. Mr. Scroggs explained the difference between capital and recurring funds. Capital funds are used to complete jobs in the CIP and recurring funds are for things that come during the school year that need to be fixed such as new carpet if there is a flood or damage from mold. Examples of "big ticket" items on this plan include new roofs for schools, new heating and air systems, window replacement, and renovations. Mr. Scroggs explained how school SGC could work towards getting main items added to Seawell or things replaced. Seawell’s SGC decided that two priority items for Seawell would include heat and warm water in the bathrooms of the pods and a remedy for the flooding that occurs on our campus when there are heavy rains. Seawell is scheduled to have more canopies installed in 2004 to keep our students and faculty members dry as they walk from place to place during a rainstorm.

Keri Litwak asked Mr. Scroggs what the SGC should do about their safety concerns during voting days. Mr. Scroggs advised us that we could submit a change in poll location to his office that stated concerns. Mr. Scroggs talks to the election board about alternatives.

Mr. Scroggs also discussed his estimation about Seawell’s future enrollment from the Vineyard and from turnover in Parkside. He predicts more students from turnover in Parkside than the new development. He explained the district’s process for making projections. He suggested that the SGC look at next year’s projections and write a letter to the school board if they are projected to be higher than 105%.
